Escalating Pirate Raid Severity

How do you escalate the severity of pirate raids?

I recall that it's not tied simply to how much bounty is on the other person, because I put 3.5k in the interest of sending a massive raid in his direction, but it stayed at low. So how is the raid severity determined? And how can I control it, so I can manipulate the pirates to do things that are useful to me?

Bounty and time. The longer the game lasts, the bigger the raids get! At first raid 70k won't get you to the highest level. But you can reach the level before highest.

It's also modified by the number of planets and tradeships the target player has
