I would like to see the ability to toggle whether trade/refinery ships can go through a certain planet in their routes. I've seen it happen too many times that trade and/or refinery ships begin moving through planets that are either enemy controlled (like the pirates' planet), neutral entirely or have enemies in them, and watching them get shot up/blown up/etc.
Of course this makes it more difficult for your trade/refinery ships to be destroyed, but the cost and balancing factor for this is twofold: first of all, it "squeezes" the other available routes they can take, concentrating more of these ships in a smaller number of systems and making them a more centralized target (imagine taking out a large number of such ships at once!!!). Also, there's the cost in time and attention it takes to not only micromanage that planet to stop ships from coming to it but also the attention it requires to your entire trade network, seeing how this change in routing affects it as a whole.
While a useful ability I don't think this would be overpowered, for the reasons above, and makes sense as a sort of "imperial edict" or "travel advisory" that's given to the operators of those ships.
