Low Framerate for Multiple Stars games

I was playing a 8 players FFA in a 3 stars systems. I have only 4-5 framerates during the mid-game. So movements are very slow. I tried to disable and tone down all settings to low or disable them if they only provide comestic looks.

I have a AMD (3800+) 2GHz 4GB RAM ATI Radeon 1950 Pro 256 MB (1 year old system).

Anything I can do to improve the frames.
