Culture questions

So I'm working on a game guide and realized that there's lots of stuff I didn't understand about the high level culture techs.

First off any advice regarding the faction specific culture techs would be useful.
List:
TEC-Critical Mass
TEC-Foriegn Sabotage

Specific Questions
TEC-Foriegn Sabotage
*enemies in your culture lose 50/100% build rate*
The wiki claims to reduce enemy build rate by 50% each rank, and there are two ranks. These numbers would suggest that with both ranks researched and a pervasive culture, you can completely prevent opponents from building. Can anyone confirm this? It seems really strong?

But I'm still confused, how long is the 15-20% there for?
Does shooting the deliverance cannon again remove this 15-20s?
If you already have the dominant culture in an area can you use the deliverance cannon to reinforcement it (and thus erode allegiancee faster?)

The load screen claims capital ships already have a detering effect on enemy culture, is this true? If so how much of a detering effect? Does this effect apply only to the planet (if enemy culture is going through your planet) or does it also apply culture conflicts in the jumpways connecting your planet?

This is bad wording from how I understand it. I've only had it used against me but it is my understanding that 100% means I take 100% longer to build things.
So it slows by 50%. ;)

Can't answer the first two, but yes, you can use the Deliverance Engine to hasten the suppression of enemy culture when you're already suppressing it. It's a neat little device, very underpowered at first glance and extremely costly for it's use, but with the correct opening it can turn wars upside down.

By default, Capital Ships only suppress enemy culture on enemy plants when they are in their gravity well. Meaning they only suppress it "offensively".
With this tech they can also suppress it defensively by stationing the caps at your planets to prevent the enemy culture from reaching it.

Foreign sabotage means that it takes twice as long to build something in their culture.

Deliverance engine - Yes, the culture will stack, unfortunately max allegiance loss is capped, but you can use it to reinforce your own culture. Edit: one of it's most beneficial uses is to replace enemy culture with your own, such that you can gain the advent's rediculous mitigation bonus in culture.

Shock and awe - Capitals normally repel culture at a huge rate [get a large amount together, move them to any system, watch as your enemy's bar RUNS] this just makes them that much more effective. The detterent effect is only in the system the caps in.

Wow, timely responses to questions I couldn't answer looking through 3 wikis, thnx alot.

Though no one's mentioned the duration of the deliverance engine's attack yet, anyone know?

No idea but it's quite long. When I use them I try to hit as many planets as possible to suppress overall, stacking on the same planet is of no benefit due to the cap in allegiance loss per second.

First off, the TEC-Rebellion is called Insurgency, and what it does is produce a very weak rebel force that attack every one, including you. From my exp. you must first spread your culture to an enemy planet(for a faction know not for there culture, but there economy). When you pull this off, an 6 ship fleet is created at that planet. From that point, they attack every one. from the owner of the plant to your own ships, as if they were a netural faction. The 6 ships are normal 3 Heavy Cruiser, 1 Flak Frigate, 1 Siege Frigate and I think an LRM Frigate. Do note this is at a time when most planet have a strong defense system and most fleet are in groups of 50 or more.
