Not able to build frigates? And, no population on planet?

When I click on my frigate factory, it doesn't show anything, or the ability to build fighters, etc...? It is blank. And, when I click on the capital ship factory, it's blank as well. And, there's no population circulating around my planets? I'm confused. I did get a message saying that I surrendered, and it asked if I wanted to continue, which I chose, "yes". I have a good fleet of ship that are still active, and fighting off enemies. But, I can't build additional ships. I have 3 Captial Ship crews available, and 374 unused ships or crew also unused. Any help, or guidance is appreciated.

Once you surrender the "Keep Playing" option is only there to observe pretty much.

The other option is available also (continuing to play after you've beaten all other major empires). It's basically a sandbox. Think of it as the empire collapsing, and becoming a bunch of minor nations (like the single planet ones that can't expand and are fodder for your fleet)

What did you expect when you surrendered?
