Shouldn't have to beat up your own insurgents

Just a random thought when I was playing last night: I was TEC and the insurgents I researched actually managed to bomb and take over one of the enemy planets, but when I showed up they attacked me. From the desc in the tech tree though it sounds like these are supposed to be YOUR people rebelling on your side. Is it possible for the game to track insurgents to the player who researched them and treat that player's forces as allies? IE you take over the planet for them, but they remain in their home planet instead of your being forced to destroy them.

Pff, if we didn't have to deal with our own insurgents, there's a good chance 9-11 wouldn't have happened.

Let's see sherlock: maybe it's relevant to the idea that providing funding and weapons to militant insurgencies doesn't guarantee that they do what you want all the time, and can in fact be extremely dangerous?

 It has to do with the game because you as the TEC player has to deal with rebels/terrorists/insurgents that you funded and are now fighting against you, just like the Afgan Mudjahideen were funded by the US Government to free themselves of Russian occupation are now fighting against our troops to free themselves of our occupation.
