in 1.03 does the "small fleet, large fleet" button only change the numbers you recieve, not the numbers presented to you on the research panel? it gets incredibally confusing when I want to purchase the next fleet upgrade, but because I'm on an odd setting I have *no* idea how many points I'm getting...

 

this is just the most glaring of a bunch of issues...

The short answer? Because the infocard reads the numbers from the research files, and the setting is just a multiplier applied to those numbers which aren't dynamically picked up by the infocard.

It's a 25% difference between small/normal/large, so whenever you upgrade FPs you get 25% more.
