Odd Orange Skybox Sticking Problem

Since 1.3, everytime i load a saved game, the backdrop changes to this orange skybox.

This ONLY happens when i load a saved game, starting a new game works fine, i can enable and disable the sky box all i want. This only occurs with loading saved games, and this just started happening after i upgraded to 1.3. It seems like it is more then just the sky box as everything seems to have and orange cast to it. Anyone have any ideas?

i am running:

Vista, 32 bit home basic, 3Ghz P4, 2 Gigs of ram. Nvidia GeForce 8800 GTS, with updated drivers.
