FFA AI ganging up on me every single time - terrible diplomacy AI?

Anybody else having this problem?  I'll start a 4 player FFA and all 3 opponents will invariably form an alliance against me within 5-10 minutes of the game.  I know this because when I finally get enough of a fleet to brave enemy territory to try to complete a diplomacy mission (5 kills, 2 structures, etc) my cap ship and 10 frigates not only have to fight my target's cap and compliment of frigates, but the other 2 players' at the same time - and they all turn to shoot at me!

Is there any plan to fix this or do we just have to force teams every single game?  I really enjoyed the diplomacy in GalCiv 2, but in this it is just plain broken.

Yes. You can lock teams or else set all AI opponents to hard. When the AI is on a level playing field with you it tends to not gang up on you. However, getting ganged up on is a persistent issue with this game, unfortunately. If setting opponents to hard doesn't work, then you'll just have to try harder to do missions or establish a small raiding fleet to get in, do the mission, and get out in time.

We don't consider this a broken feature because its intelligent behavior for humans and/or AI players to create alliances to survive against more powerful players.

However, 1.04 will introduce the idea that on easy and normal difficulties the AI will be less likely to team up against the dominate player (the AI does not just gang up on the human player; if another AI player is dominate, they will gang up on him as well). 

You can turn off the feature by enabling locked teams.

This is a seperate issue from the diplomacy model which we already acknowledged will be addressed in the future.
