mod help

i nned help intalling Sins Plus Version 1.3a. when i go to my C:\Documents and Settings\**YOUR_USERNAME**\Local Settings\Application Data\Ironclad Games\Sins of a Solar Empire\Mods, the local setting folder is not there and i cant install the mod. can someone help me find the local settings folder?

It's hidden. Check "Show Hidden Files and Folders" in Folder Options, or just put the mess in the address bar (it'll go to it anyway).
