It's a Vasari ability where you get a lot of ships for "free." It costs a lot to research the technology that unlocks it, and the ships you get are counted in your fleet supply, but you get a lot of ships to warp in free of cost at regular intervals.

I don't play Vasari, so there's a chance I'm completely wrong (I probably am), but maybe somebody else will post and set everything straight.

No, you aren't wrong It doesn't take very many techs to research, but they are higher tier techs so it is pricy.

You get a set amount of fleet points worth of ships from each phase gate, so you also need to invest a lot of resources into many phase gates to build up a fleet fairly quickly.

I'm still learning the ins and outs of the game, and am still familiarizing myself with the TEC so far, but this sounds pretty damned powerful. What sort of fleet composition are we talking about here? Do you choose or is it random? This sounds like it could easily be an 'I win' button.

It's random and can give you light frigates (Skirmishers), long range frigates (Assailants), carrier cruisers (Transporters), or heavy cruisers (Enforcers). It never gives you support cruisers. It gives up to I think 45 fleet points worth of ships at the max rank.

It has a pretty long cooldown so you really need a decent number of phase gates for the number of ships to add up with decent speed
