Crackly sound

Hey everyone. I'm having a problem with my sound. I just built a new computer, and every sound effect in the game sounds like it's coming across a broken FM radio. I don't think it's a sound card problem, because I grabbed the X-fi from my old computer. Anyone else have this problem and have a solution?

Here are the important specs:
intel Q6600
8800GTS G92
X-fi Platinum (the non X-ram version)
Gigabyte P-35 motherboard (onboard sound turned off in bios)

Turn off hardware sound in user.setting (C:\Documents and Settings\*username*\Local Settings\Application Data\Ironclad Games\Sins of a Solar Empire\setting)
