Aye, get build yourself some broadcast centers (or if you're playing other than TEC, whatever the equivalent is), or if the problem is the enemy's culture is too strong, you'll need to take out their nearby broadcast centers.

You can place a capital ship in the planet radius, which will slow (possibly repel?) the enemy culture.

If 2 planets are way too close to together(example only takes 10 seconds in a jump) the culture is hard to keep balanced.

If allegiance on one of your planets is decreasing, you can stop it by parking a capital ship at the planet, or reverse it by spreading enough of your own culture.

If you're noticing that the planets on the fringe of your empire start with lower allegiance, that is because they are multiple jumps away from your homeworld. Move your homeworld to a location more central to your empire to minimize the number of jumps between your planets and your homeworld. On multi-star maps it may be good to relocate your homeworld to a planet closer to a star, for this reason.
