I can't seem to find a thread that explains how you can change or eliminate fleet caps. Can anyone explain to me how this is done? Or perhaps there is a mod for this out there already?

I like to play on huge maps, where the fleet caps make it very difficult to defend all of your systems and stay on the offensive, and I'd like to mod the fleet caps to make the game a bit more "epic map" friendly.
