No free Cap ships

I know I saw this somewhere, and now I can't remember where it was.  I want to change it so there is no free first cap ship.

I don't think I'm crazy, I am almost certain I laid my eyes on that line somewhere.

The parameter resides in each galaxy file. It is isFirstCapitalShipIsFlagship TRUE. Just change it to false to make em pay for their first one.

Not a very good place to put it in my opinion since it is only good for that map.
