Planet development time ?

I was trying to find what controls planet development time as i wanted to modify it to my likings.
Like explore or the population increaser.( which i forgot the name of)

I would be grateful if anyone knew.

The file will be int he game info folder and you will be looking for the entity file for the planets, i.e. PlanetTerran or PlanetIce.
