The 'best' fleet is purely situational.

I think it might be said, the best fleet is the one mindfully tailored to meet your foe via info gained from effective scouting and observation.

Personally I almost always end up with all hull types except carriers, I think they all have a use whose value is increased beyond the sum of their individual units.
