Colonization Events - On First Planet?

Has anyone ever recieved a colonization event on the first planet you colonize? It seems like it doesn't ever happen to me, since the 'we are colonizing new worlds' cut-scene plays. Because of this, I try not to land on the 'best' planet first (in case I get a PQ bonus). Anyone else seeing this happen?

Oh... another wierd event issue... when I get random events, they always seem to happen on Sol.

Example: Plague sweeping universe, mining nearby moon/lava tubes, new religion sweeping galaxy... etc. Some of the events do apply bonuses to my whole civ... I can understand that... but things like the religion or plague take away planet specific attributes (i.e. population).

The random events that don't happen during colonization don't take away population from Sol. It takes it away from your total population.
