Mod program won't start

The modset that came with forge tools beta

from Sins Forums

It throws me an error of like "can't find fmod.dll, reinstalling this program may fix this problem."

Did I install it into the wrong directory or something? I have it in. C:\...\SinsOfASolarEmpire\DevTools

Can anyone help me please?

 

Also, I tried creating a new mod but I can't find it in the mod window of the game.

AFAIK, all the mod tools other than Galaxy Forge need to be run from the core directory, basically where your Sins of a Solar Empire.exe is. They won't work from any sub-folders.
