developer exe help

When trying to access the developer exe tool a message appears telling me that the file fmod.dll was notfound. I have tried to downdload the file again but the same message appears. Do I need another file or something else to run it?

Sins_DEVELOPER needs to be in with the main SoaSE folder to work.
