Fleet upkeep costs could use a rework

The current system of fleet upkeep seems to flawed.  Once you buy the supply limit increase, your upkeep will always be at a set rate regardless of how much supply you are actually using.  This does not make tons of sense, and makes the later supply limit increases a penalty more than a bonus.  Those 'upgrades' aren't free, you're paying a fair chunk of resources to increase your supply limit.  Personally I think it should be handled like Warcraft 3 did it.  If my current supply usage is below the base limit, I should have 0% upkeep.  If I go 1 above that threshold, my upkeep goes up.  This will continue to change as my supply goes above and below the different threshold levels.  This way if I'm at a high supply level and my fleet gets wiped out, that first ship I rebuild will not be getting taxed at 50% or whatever fixed amount level you're at dictates.  Thoughts on changing this?

It's been discussed before, and unless there's been a major shift in the opinions of the developers, it's staying the way it is.

The justification is that it allows a bit more competition even if you lag behind on fleet size research, because you can rebuild faster. The lore justification is that ship upgrade costs are negligible--it's the military bureaucracy you're building that costs more.

Isn't going to happen. The developers want our fleets to be important, and a scaling reduction of upkeep just means all fleets become throwaway ships and you can be as careless with them as you like, because you pretty much get your full economy back if you lose it all and can just easily rebuild.

It doesn't have to be instantaneous to undo fleet research and you definitely don't deserve any refunds.

But it should still be an option.
