Short one Cap ship

I have all of the Capital Ship crew research maxed out but for some reason i only have 15 cap ships and not 16 one of my ships was destroyed in battle but it never let me build another one, is this normal?

No, you probally got a bug. Try a new game if you want the title.

Check to make sure your fleet capacity isnt maxed out.

If you have less than 50 capacity left, you wont be able to build another Captial Ship until you scuttle some frigates/cruisers.
