Capturing Invulnerable Asteroids

I was just wondering how I capture asteroids that have no planet near.  I can't seem to make my building ships move across galaxies, and I don't see any ships that are suppose to be able to specifically capture neutral asteroids...

for tec and advent, the colonisation frigates can do it, for vasari the scouts can. look closely, you will find an ability called "capture astroid" or sth in their menu. they are quite useful, especially since the ai never seems to bother with them and their rate is very high, easily double that of a more outlying single regular one.

I've actually had an ai on normal compete with me for control of those asteroids before. Was this just a fluke? lol

No I have too. I leave the AI on random but I'm pretty sure that at least the agressive AI goes after them. Not sure if any of the others do.
