I am obviously missing something here. I need to create more capital ships. I seem only to be able to build one. The helps says, and the fleet logistics say, get 'Basic Officer Training'. The only thing I can find on the chart is 'Basic Crew Training', and having got that researched it doesn't make any difference.
It must be me!
Can anybody help?
