As the title might imply I've got a question about Pervasive Economy, the end tech in the TEC Industry Tree. I rarely ever get all the way down to it in the course of a game, but when I do I'm always a little perplexed about it's functionality.
So here's the question: Does Pervasive Economy come into play whenever an empire makes ANY purchase, (i.e. ships, structures, research) or does it only cover purchases made on the Black Market?
