Pervasive Economy

    As the title might imply I've got a question about Pervasive Economy, the end tech in  the TEC Industry Tree. I rarely ever get all the way down to it in the course of a game, but when I do I'm always a little perplexed about it's functionality.

    So here's the question: Does Pervasive Economy come into play whenever an empire makes ANY purchase, (i.e. ships, structures, research) or does it only cover purchases made on the Black Market?

As far as I know, any time any empire spends credits on anything, you get the income from the tech.

It also gives you a portion of trade income of other empire's networks.

Can we just name it Perverse Economy? Or perhaps Pervert Economy? I mean really its kinda a sick skill in some ways. Free money every time your foes make a purchase or make a profit from trade.
