Very Odd Game Against Hard Vasari

How a Vasari Beat me Very Oddly. . .

Earlier today I was playing as TEC against 1 hard Vasari AI. Near the middle of the game, I raided several of it;s planets and noticed most of them were Military Labs.

Near the end of the game I had12 planets and he had 3. Though, he managed to fire a Kostura Cannon at several of my planets, crippling them instantly. I had raided those planets and found no Military Labs. He took 5 of my planets after using his kostura cannon and beat me. My fleet, I estimated, was nearly twice as big as his, maybe more, but he killed me with the kostura.

Do you think he managed to research the Kostura before I started destroying his Military Labs mid-game?

Well, I'm not sure what to do with the Deliverance Engine. The only time I found it useful was on a large map where my opponents were beaten back to collectively shared, heavily defended corner and cultur-ing their planets to death helped sabotage their economy and let me win by attrition. Otherwise, outside of the useful but hardly-worth-it attack boost, I don't see what it's for.

In tandem with Eyes of the Converted, they can serve as a way to probe several gravity wells at the same time if hostile culture isn't strong enough to overcome the Deliverance's effects.

In very large fleet battles, one side that has a 15% damage bonus on top of 6% extra shield mitigation means that side can take a lot more damage and dish out even more damage than it normally could.

Right, I get that, but that doesn't seem that awesome except when you do combine it with a large fleet battle or simply culture wars. Maybe I expected more than I should have.
