I am new to this game.
I just lost a planet to culture influence, how do i get it back

the culture only makes the planet neutral again so what you have to do is get rid of enenmy culture you can do that with your cap ships becasue they they repel culture. or if you have brodcast centers for yourself to repel their culture then you just use a colony ship or colony cap and re colonize it.
You should try to destroy the enemy cultural structures so that they won't incite any more "rebellion". You don't have to full out attract the planet if your fleet's not ready, just send a decent amount frigates and order them to attack cultural structures After that some make your own so that you could a)keep enemy culture out and/or b)make them lose their planets. 
I've always thought that there should be a small possibility that a planet lost to culture would join the other side. Any thoughts on that?
