[bug]able to place bounty on defeated player

I just played a quick match with the new beta, and noticed that on the mini bounty window i was able to place bounty on player that was defeated ten or so minutes ago. On the main underground window that was impossible though.

A bump/seconded. I can understand placing bounties on defeated players who still have planets: planets are the pirates' targets, and this could keep pirates off of the surviving players' collective back for one run. Currently, bounty can be placed through the mini window until the pirates are defeated, even if the pirate base is the only non-player-owned planet left.

This bug has been fixed since we released 1.095. The fix should be part of the final 1.1 release
