To change the values of the maximum capital ships/ and fleet size with the upkeep for offline play?
RESEARCHSUBJECT_MAX files under GameInfo. You'll need to download the Forge Tools from here to get the editable versions, or use them from another mod. Save it in the mod directory like other mods so you can still play online.
Good to know! Nothing irks me more than an Advent AI (Its always an Advent AI) who spams caps. Sure, 12 capital ships might seem imposing on paper, but none ever are past level 4 and provide nothing more thana small distraction for my six or so level 8-10 caps.
The entity files are plain text. If you're seeing gibberish, then you need to use the reference files included with the modding tools, rather than the ones in the game.
Ok, thanks, another thing, How can i fix the well known problems with the developer .exe and the particle forge. I've tried downloading the .NET 2.0 framework off the microsoft website, as i'm on Vista Home Ultimate it's already on it... Or so it says
No, from the folders it came from, i moved the developer to the root file, should i of just moved the folder?
AFAIK, you need to run at least the developer .exe, but probably the particle forge, from the same folder where Sins of a Solar Empire.exe is. So move them there and then try 
Well, try e-mailing [email protected] and see if they'll help you get it running. Beyond making sure that you have .NET 2.0 and running them from the root install folder, the public forums have been very sparce on troubleshooting for the mod tools
