minor glitch

Allied AIs taking orbital position around your planets still utter vocal threats, despite being allies and not attacking. Actually the behaviour should be looked upon too, because its kinda a waste positioning a fleet around allied planets for taking over but being prevented by a contract, deadlocking the fleet.
