I let my friend borrow my sins of a solar empire. Is there anyway for him to buy a new key online through pulse maybe so he can play online and not have to redownload the entire game?

Yeah, he can buy Digital only through Impulse, and use the key he got to register the installation from your disc, most likely.

He'll still have to pay full price, since key = game, with the download forever system Stardock has.
