How to Update to Beta 3?

My game version number is still 1.09b[b].047 and it won't auto-update. How do I update to v1.1 Beta 3?

You're already updated to Beta 3 then.  You can verify this by launching the game and seeing v1.096 in the lower right corner.

If I remember correctly, it's a Games for Windows policy that version numbers cannot have letters (i.e. cannot contain the text string "Beta"), and Sins is part of that initiative.
