ConvertData.exe problem

every time I open the ConvertData.exe it immediately and instantly closes so how am I supposed to use this tool? And what exactly was the command to convert data from binary to text and vice verca? I remember seeing something about it but i cant find it anymore. By the way I have vista if that has anything to do with it.

Gotta open command prompt! From there, type in the convertdata.exe codes given inside the modding supplement documentation!
