Resource Opportunist

Most likely a stupid question, but can someone tell me how to get the Resource Opportunist achievement?  I put either metal or crystal on the market but the computers never buy it...

For me, they eventually purchased my resources after I lowered my offer price to 90% of the instant buy price.

I'm guessing they only buy when they need additional resources... possibly after a costly skirmish or when they severely lack one resource. I've seen bots get 4 Volcanic planets within 2 jumps of their HW, but no Ice for 4 jumps.
