Is it possible to make a new formation? The Cantabrian Circle

well... i was thinking if the Cantabrian circle was possible here..... it will give more tactical strategy for small number of ships to win a battle against a larger number ships... or damage it at most... what files will i tweak and what kind of modifications i will need?
