Okie, 
Finally finished ironing out all the errors, small things i overlooked and should have checked for before uploading. I added the other remaining Capital abilities to Frigates and made them spawnable from the Advent Scout.
I turned up the cooldown time to 10 minutes, because i was re-spawning every 50 seconds, haha, in the course of a 5 minute battle i had over 16 each of the Capitals,
It was way nice, haha, but way overkill as well. So the re-tuning on the cooldown has made it more realistic, but still fun. The spawnable Capitals activate in combat, and are spawnable no matter where you are, on your home planet, or on an enemy world. Which makes it nice if you get in a jam and need the extra help. But hopefully not too much to overpower the game. The spawn ship is the advent scout, so start with it. Anything else is optional for you when you start. Other than the small tweak for the metal/crystal output everything else is the same.
Update!! The version is up to 3.4 as of Dec 3, 2008, please download the latest version, it has corrections for errors and has more little tweaks, and features.
