Help installing a mod

Hey everyone, I just got the game today during Black Friday sales... anyway-

I just downloaded the Star Trek SOA 2 mod and am having trouble installing it.

My computer never made any path for the mods (I consulted a former thread which pretty much explained how to do it.)

I tried creating the folders in the path descirbed for getting a mod, but nothing is working-

Went to "C:\Documents and Settings\Administrator\Local Settings\Application Data" and couldn't find an Ironclad games folder. So I created one, and the rest of the folders to get to show the computer the path to the mod. But to no avail.

Help? Please?
