Capital ships in templates causes mini dump

If I change the GalaxyScenarioDef.galaxyScenarioDef in the "Template:LocalMilitiaStrong" and replace one of the

"Tech:Frigate:Heavy" with "Tech:CapitalShip:Carrier" and run the game and try to load the mod i get a mini dump.
