German/French localized patches should be on Impulse soon, Kalypso is supposed to do them and I don't know what the hold-up is. You should be able to change the name of the string file (English.str) in the String folder to whatever it's supposed to be, or if your game is German there's a community translation on http://www.soase.de that works with 1.1 that you can use.
