The Advent Starbase can get an ability to control meteorites. If you install that, it gives the Starbase two spells. Meteor Storm is used against ships, and Final Judgement against planets.
I built one a little while ago at an enemy world. It was autocasting Final Judgement. The spell was going on cooldown and the antimatter was being used, but no damage was being done to the planet.
