display maximum slots per upgrade type for starbases

as it is with the planet view, I'd like to be able to see how many upgrades in a specific category are possible for a starbase. such as weapons module (0/2), stuctural integrity (0/3), and so on. sure, you find out over time, but it's tiresome to keep track of it and the display of it helps beginners too.

and as far as I looked the information was not really available anywhere.

YOu get 8 upgrades for the entire starbase once you research one it changes to something else similar.

For example the weapons module(which gives you KOL style beams two on each corner) later changes to missiles, so it isn't a direct upgrade( at least this for the TEC)
