[bug] vasari starbase fires on enemy ships while building

I was building a vasari starbase while in range of some enemy ships and the starbase started firing as soon as I started to build it. It looked pretty goofy and I am pretty sure that its not intended even though it probably scared the piss outa the computer player.

I ran into the same issue. I was getting raided by pirates and started building a starbase right in the middle of them. I was pretty confused at first when it started firing right away.
