[Suggestion] Starbase = Massive Figter Hanger?

I've seen a lot of posts regarding tweaks to the starbases to make them either mobile or increase their range to increse their potency as defensive structures for an entire grav well. What about increasing their hangar capacity? Figters/bombers are fast enough to provide the range that the starbases seem to lack and in large enough numbers they could do some damage to any fleet in the grav well without turning the sarbases into mega-cap ships or invincible long range dreadnoughts. At the same time they already have their counters and a well provisioned fleet could deal with a cloud of fighters and still make decisive strikes - but not without some resonable losses.

I'm not really excited about the idea as we already have hangars and carriers that churn out large numbers of strikecraft.  I want my starbases to be floating fortresses that can fire large weapons and take lots of punishment.

The positions discussed in other threads about letting them move, extending their range, etc. have their merits and I'd prefer to see more work heading us down that road.

Lots of strikecraft should be possible with the upgrades. The amount of squadrons just needs to be doubled. If 8 squadrons is considered too much for a starbase it could be a one step upgrade to 4 squadrons with the current cost of 1800/x/x.

What about something similar to a hanger...except spawns ships instead? Possibly something along the lines of 1 cruiser and 4 frigates of your choice (at 1st level)? They auto-rebuild for free like normal strikecraft, and are limited to the grav well the starbase is in. Upgrades can get more ships, and you get to decide what ships you get.
