Frame rate Dropped

I'm running this game on my T61 laptop (Core2Duo T7500@2,2Ghz, 4GB RAM, Nvidia Quadro NVS 140M).

I'm playing on higest setting, 1280x800, no AA

When I start a map(small or even huge with only 3 AI players), I get 80-120 FPS, but when I reach about 1000 fleet capacity(not 1000 units), the game slows down to 20-25 fps. And when a battle begins, the framerate just dropped even more and steady at 10fps. I dont know whats wrong since :

1. I've tried on different OS (Xp x32, XP x64, Vista ultimate x32, Vista Ultimate x64) and show no difference

2. I noticed the CPU don't even reach 80% on both core, means CPU is not the issue

3. I've tried many nvidia drivers, including latest driver provided by laptopvideo2go (180.84)

4. I've tried the lowest setting, all set to low, 1024x768 no AA, still the same, so I think this is not a GPU issue.

There appears to be no "problem". Your framerate dips seem to, by your own admission, coincide with an increase of crap on the screen. You said it drops during battles. That doesn't imply a problem with the game, or with your hardware. (Actually, depending on how you look at it, it could.) Your computer it just struggling with all it has to do. The "issue" you're looking for is that your hardware isn't good enough to run the game without lagging. Sorry.

Now if you used to be able to run the game perfectly all through and this just started happening recently, that could imply an issue.

Well the official "Recommended Specs" for running this game don't mean you'll be able to run it without any lag ever.
