Yes, but you would have to edit the map file that you want to play.

its the is first capital ship flagship line. change from TRUE to FALSE

What do you mean "stop"? Stop it from auto-casting? If you see a circling arrow then it's set to autocast. You can right click on the ability to toggle auto-casting on-and-off.
