Dealing with AI diplomacy

So Im' pretty new to this game and I'm just wondering if you can make any resource, credit, faction attack demands from the computer. They're always wanting 1000 credits or 200 metal or some shit from me and it pisses me off. Are you able to ask them for anything? Or is it just them asking you? I hate giving them money and crap to get them to like me. I rarely get any allies unless the guy I'm attacking happens to be enemies with someone who wants him dead.

Also I just patched for the first time and I'm wondering where I can see some patch notes to see what changes have been made. Thanks.

Nope. You can't demand anything from the AI.

You may probably already know this (not sure how new is new). But after a while of doing them missions and getting their "friendlyness" up, you can trade with them etc as you probably already know, you can also get them to attack your enemys (if the feelings mutral aka they're not got a non-aggression pack/peace). and Defend your planets/areas. etc
