Vasari Starbase and Movement Orders

I have an upgraded starbase in an enemy gravity well -- great!  Unfortunately, the darned thing is half dead because the enemy starbase proved stronger than it (despite having more HP, shields, and weapons, apparently a measely 3 armor difference gave the TEC starbase a HUGE advantage!).  So I ordered it to retreat and engage some other targets... only it won't listen; every 30 seconds or so it deletes my orders and resumes it's attack.
