Frigate/Cruiser Experience Mod?

I was just wondering if anyone had ever tried to make a mod where frigates and crusers ganed levels like capital ships? Maybe say, frigates and criusres could level up 5-10 levels and the max level for Capaital ships could be increased to 15-20. I just dont see why only capital ship crews would gain experience from combat. It also sort of doesn't make sense that in a fleet with one Cap and 50 frigates/cruisers that the Cap gets all the experience when the other ships probably play a larger role(IMO). I should say though, I would have no idea how to make such a mod if it does not exist.

i read about a mod in the last week that did level all the ships, but they all used the capital entities and were built at the capital shipyard

I don't know if it's possible to take an actual frigate/cruiser and add levels to them (although they do have an entry in the entity files that says "HasLevels FALSE"), however I have come to the conclusion that the level cap is hardcoded to 10... All efforts by me to progress beyond this through Gameplay.constants editing have failed :(
