Pirate raids not random

So, I am currently playing a 6 way FFA and at first the computers put money on the pirate raids and I ignored them.  At first the money was being put on me so they went to me but after a while the money went away and then the computer didn't put any more money either so i assumed it would randomly pick between the six of us...nope, so far, the pirate raids keep coming at me and seems like only me.  So, isn't there suppose to be a random chance for them to go to the others??

I've had this problem as well before, but not too often (about once every four-five games). This is, I believe, related to the known fact that AIs, especially the higher-level vanilla AIs, just love to gang up on us poor humans. There are many posts on the forums related to how the AIs all team up against the human.

I dont think you mentioned whether teams were locked or not, if they were not, I suspect the AIs all teamed up.

I think what you're talking about are the pirates defaulting to attack you when no bounty exists, right?

Well one, yes, it seems it ALWAYS defaults to me, not another AI. But on the other hand, if the pirates aren't attacking them, why would they spend money on it to make them attack someone else?

I have noticed that the last couple games if no bounty it put it defaults to someone for a couple of attacks then picks a new one for a bit. 

It is possible that someone bumped it up 250 and someone else claimed it before i noticed as i dont spend a lot of time worrying about pirates.

Matthew is right about the defaulting-to being semirandom. I've had it default to attack me twice in a row, and sometimes after a pirate raid, it'll switch to another player. However, AIs are really butthurt about being the focus of pirates, and will quickly dump it off on someone else.

It could just 'spin the wheel' whenever the raid is launched - hence in smaller games with less players, there's a greater chance that it'll default or stay defaulted to you. IE: With four players there's a 25% chance you'll be chosen, and it's just landing on you multiple times in a row.

If you have 250 bounty on your head and everyone else zero at the start of a raid, once the raid has been launched, the new countdown starts, but the 250 bounty on your head has not disappeared, therefore making you the target of the next raid. Even if the bounty against you drops to zero, you're still the target, since targets are randomized only after the launch of a raid (or the start of the game).
